The purpose of this exemption is to: ·Allow AES to have operational control of two Mi-26T helicopters, without the aircraft having a Canadian type certificate. The two aircraft will be added to the types authorized on AES's 702 and 703 Air Operators Certificates, however, the aircraft will remain registered in Russia and will remain in the legal custody and control of UTair Aviation, a Russian company; ·Allow AES to permit UTair Aviation to perform maintenance on the two Mi-26T helicopters when performance of the maintenance by UTair Aviation has not been approved by the Minister as being in conformity with the CARs; -Allow AES to have operational control of two Mi-26T helicopters in order to conduct operations in support of the movement of drilling, completion and production equipment, built to take advantage of the lift capacity of the Mi-26T helicopters and used for petroleum exploration and development in Northern Canada. This will allow AES to take advantage of the Mi-26T's lift capacity in areas where it is not desirable to build overland access capabilities due to weather and environmental concerns. ·Allow AES to have operational control of two Mi-26T helicopters in order to provide logistical re-supply and support services to remote sites served by winter roads in the North West Territories. ·To allow AES to conduct the operations described above in a manner that will take advantage of the unique lifting capabilities of the Mi-26T helicopter without adversely affecting commercial operations utilizing Canadian Type Certificated aircraft.

The purpose of this exemption is to permit AVIALEASING Aviation Company, while not being the holder of a Canadian Air Operator Certificate to conduct a commercial air service in Canada on behalf of Diavik Diamond Mines, Yellowknife, NT. AVIALEASING Aviation Company will operate its Antonov AN12 aircraft to transport cargo and within Canada while being registered in Uzbekistan. The main route would be Yellowknife - Diavik - Yellowknife, however it may be necessary to operate into BHP's Ekati Mine or De Beers Snap Lake Mine, if they have critical loads and no other commercial operation is available. With the warm weather and the threat that the winter road that connects Yellowknife to the south becomes unusable, AVIALEASING Aviation Company may also have to fly from Hay River to Diavik Mine.

The purpose of this exemption is to: ·Provide more flexibility to the air operators and flight crew members conducting on-demand non-scheduled air transport services under Subpart 704 or 705 of the CARs when no other pilot is available. This exemption will allow an increase of hours above the flight time limitations of Paragraphs 700.15(1)(b), (c) and (d) of the CARs, as set out in the conditions of this exemption. These limits can only be extended for on-demand non scheduled flight time that occur after the pilot has reached the limit of the CAR; ·This exemption is also intended to allow these air operators to use, in addition to the two scheduling schemes described under Paragraph 700.19(1)(a) of the CARs, a scheduling scheme of one period of at least 48 consecutive hours of time free from duty within each 12 consecutive days. ·This exemption will enable air operators and flight crew members conducting on-demand non-scheduled air transport services under Subpart 704 or 705 of the CARs to better meet the variable and unpredictable demands associated with this type of operation.
