- Group 1: Service Standards for Pleasure Craft
- Group 2: Service Standards for Cargo and Port State Control Inspections
- Group 3: Service Standards for Marine Personnel Programs
- Group 4: Service Standards for Navigable Waters Protection Program
- Group 5: Service Standards for vessel registration, inspection and certification
- The program issues Certificates of Competency to seafarers who are Canadian citizens or permanent residents of Canada, who have made an application, and who meet all prerequisites appropriate to the level of the certificate in accordance with the Marine Personnel Regulations (MPR) and related procedures.
- The program maintains records on all seafarers who are candidates or recipients.
Service standard:
- Exchange and first renewal under the MPR of certificate of competency or endorsement
Examiner’s certificate - 10 working days after receipt of complete application if all the prerequisites are met
Minister’s certificate or endorsement- 120 working days after receipt of complete application if all the prerequisites are met - Renewal of certificate of competency or endorsement
Examiner’s certificate - 10 working days after receipt of complete application if all the prerequisites are met
Minister’s certificate or endorsement - 120 working days after receipt of complete application if all the prerequisites are met
Performance target:
The target for achieving this standard is set at 80%.
Performance results:
Information management systems and data registers are being developed to successfully report on performance by FY 2016-17.

The applicant must schedule an appointment with a Transport Canada Marine Safety and Security Examination Centre and complete the applicable forms. These service centres can be found at https://tc.canada.ca/en/corporate-services/regions
