- The program issues or renews seafarer recruitment and placement service licences to seafarer recruitment placement service agencies that have made an application and who meet all prerequisites in accordance with the Marine Personnel Regulations and related procedures.
- The program issues maritime labour certificates, interim maritime labour certificates, declarations of maritime labour compliance or endorsements of a maritime labour certificate to shipowners or authorized representatives of Canadian vessels that have made an application and who meet all prerequisites in accordance with the Marine Personnel Regulations and related procedures.
- The program maintains records on all seafarer recruitment placement service agencies and shipowners or authorized representatives who have made an application.
Service standard:
- Application for a seafarer recruitment and placement service licence
90 working days after receipt of complete application if all prerequisites are met (30 working days if for renewal) - Application for a maritime labour certificate
90 working days after receipt of complete application if all prerequisites are met - Application for an interim maritime labour certificate to a Canadian vessel
90 working days after receipt of complete application if all prerequisites are met - Application for a declaration of maritime labour compliance
90 working days after receipt of complete application if all prerequisites are met - Endorsement of maritime labour certificate
90 working days after receipt of complete application if all prerequisites are met
Performance target: The target for achieving this standard is set at 80%.
Performance results:
Information management systems and data registers are being developed to successfully report on performance by FY 2016-17.

The applicant must formally request the application package by contacting the Marine Personnel Standards and Pilotage Branch of Marine Safety and Security.

Maritime Labour Compliance/Certificate
The applicant will complete the applications titled “APPLICATION FOR A MARITIME LABOUR COMPLIANCE DOCUMENT” and “MARITIME LABOUR CONVENTION, 2006 DECLARATION OF MARITIME LABOUR COMPLIANCE PART II” (at http://wwwapps.tc.gc.ca/Corp-Serv-Gen/5/Forms-Formulaires/search), provide supporting documents and send to a Transport Canada Marine Safety and Security Examination Centre by mail.
