Contribution funding will be awarded through a competitive, application-based selection process. In all cases, proposals will be assessed against the eligibility criteria.
We will review all applications to decide if they meet the eligibility. The assessments will be based on the overall assessment criteria listed in Tables 1 and 2.

- Strong proposals will show:
- a track record of successful scholarship delivery
- experience of similar past scholarships and
- that your resource planning is consistent with past scholarships of similar scope and cost

- Assessment based on your:
- planned activities
- budget
- schedule/timelines and
- targeted results and monitoring strategies
- The assessment will also consider whether the roles and responsibilities are clearly defined and realistic. We will assess the proposed scholarship designs for:
- clearly stated goals, objectives, and outcomes
- a realizable plan, concrete deliverables, budget, and timelines
- a detailed risk analysis and mitigation strategy, and
- an experienced and qualified delivery team with roles and responsibilities that are clearly established
- Strong proposals will show sufficient forethought and planning to deliver on-time and on-budget

We will assess each proposal against the desired program objectives listed below:
Scholarship Design
- Commemoration: Demonstrate how victims will be commemorated
- Family Engagement: Demonstrate how families will be engaged in delivery and award of scholarships
- Alignment to victim’s interests: Demonstrate how students post-secondary programs related to environmental and humanitarian causes will be targeted
Scholarship Administration
- Recruit international and domestic post-secondary students studying in Canada: Demonstrate how international and domestic students will be able to apply
- Encourage recruitment of underrepresented groups: Demonstrate that the organization has the reach or recruitment measures that may result in scholarships reaching groups underrepresented in post-secondary education (e.g., Racialized youth, low-income, etc.)

Assessment results
After the evaluation process, the review committee will make formal recommendations to the Minister of Transport for further approvals and final funding decisions. We will notify both successful and unsuccessful applicants of the outcome once a decision has been made. We reserve the right to accept or reject any proposal.
