  • In June 2019, Transport Canada published a regulation mandating electronic logging devices for commercial carriers. These devices replace paper-based daily logbooks, and mitigate the risk of driver fatigue.

  • A third-party processes to certify devices is underway.

  • Given the unprecedented challenges posed by the COVID pandemic, in early March 2021, the Minister issued a statement supporting a progressive enforcement approach, in order to give sufficient time to industry to obtain and install ELDs without penalty as of June, and Transport Canada will work with provinces, territories, and industry towards a consistent approach.

BACKGROUND INFORMATION

  • (typical certification process takes approximately 4-6 weeks). While the system is in place and work is continuing, no devices have been certified to date.

  • While TC is committed to the coming in force date of June 2021, given the unprecedented challenges posed by the COVID pandemic, the Minister issued a statement on March 2, 2021, supporting a progressive enforcement to give sufficient time to industry to obtain and install ELDs without penalty as of June.

  • As discussed at the February 2021 Council of Ministers meeting, a working group under the auspices of the Canadian Council of Motor Transport Administrators (comprised of representatives from the provinces and territories) will become the focal point for joint efforts to work through the details of a progressive enforcement approach on ELD implementation.  In undertaking this work, the CCMTA will engage with industry associations to ensure that their perspectives are heard.
