  • I am aware of  concerns regarding the proposed level of service changes by NAV CANADA, and am examining this issue carefully.

  • NAV CANADA is a private, arm’s length corporation, mandated to manage Canada’s air navigation services. As  safety regulator, Transport Canada will not permit any changes that would introduce unnecessary safety risk into the system. 

  • I am also aware that Bill C-278 was introduced by the Opposition earlier this week. We will review it carefully.

BACKGROUND INFORMATION

  • NAV CANADA is reviewing its operations and considering level of service reductions at several sites, including closures of some sites.

  • Before undertaking any action, NAV CANADA would have to submit aeronautical studies to Transport Canada, to identify the risks to aviation safety and to how to eliminate or reduce those risks.  Transport Canada has yet to receive any such studies.

  • In accordance with the Civil Air Navigation Services Commercialization Act (CANSCA), but subject to provisions of the Aeronautics Act, NAV CANADA may propose modifying the levels of the air navigation services it provides. The Minister of Transport has the authority to reject a proposal if the reduction or termination of services could unacceptably increase the risk to aviation safety. TC’s role is to verify that NAV CANADA complies with regulations and standards for the provision of safe air navigation services.
  • The role of the Minister pertaining to the review of service by NAV CANADA is toward safety, and to ensure that any proposed changes will not increase unnecessary risk to aviation safety.
