The following are some of the contributing factors:

  • A $2.2M decrease in Operating (including statutory payments) mostly as a result of:
    • A decrease in funding of:
      • $9.6M for the Oceans Protection Plan;
      • $3.3M for Zero-Emissions Vehicle program; and,
      • $3.1M for Federal Contaminated Sites Action Plan.
    • An offsetting increase in funding of:
      • $7.3M for the Canadian Navigable Waterways Act (transferred from the Safe & Secure Core Responsibility – a PAA change);
      • $3.1M from the Proceeds of Sale from Disposition of Real Property; and
      • $1.5M for Collective Agreement.

  • A $12.2M decrease in Capital mostly as a result of:
    • A decrease in funding of:
      • $5.8M for the Protecting Marine Life - Right Whales Initiative;
      • $4.5M in funding for Federal Infrastructure Initiative for Road Safety Innovation; and
      • $1.0M for the World Class #2 (NASP Cameras0.

  • A $173.4M increase in Transfer Payments mostly as a result of:
    • An increase in funding of:
      • $170.8M for the Incentives for Zero-Emission Vehicles Program (Off-cycle);
      • $3.3M for the Program to Protect Canada’s Coastlines and Waterways; and
      • $2.2M for the Program to Advance Indigenous Reconciliation (PAIR).
    • An offsetting decrease in funding of:
      • $2.5M for the Community Participation Funding Program; AND,
      • $0.9M for Northern Transportation Adaptation Initiative (NTAI).
