NCR-026-2014 expired This exemption permits NAV CANADA and all its air traffic controllers working for hire or reward to implement and use a Required Navigation Performance (RNP) 10 lateral separation standard (equivalent to 50 nautical miles (nm) total width between aeroplanes) in airspace situated in Northern Canada where a 60 nm lateral separation standard between aeroplanes normally would apply. Specifically, this exemption authorizes NAV CANADA air traffic controllers to issue a clearance that enables Instrument Flight Rules (IFR) aeroplanes to fly with 50 nm lateral spacing based on certain aircraft navigation performance capability that employs long-range Inertial Navigation System (INS) and the Global Navigation Satellite System (GNSS), where those aeroplanes are certified to operate based on an RNP 10 or RNP 4 capability. The RNP 10 (50 nm lateral spacing standard) is an International Civil Aviation Organization (ICAO) approved standard and is also in use by the Federal Aviation Administration (FAA) for operations between aeroplanes at the same altitude on the Pacific Ocean, in Alaska and Australian airspace. By using this criterion in Canada it will harmonize this separation standard between Canada and the United States in areas where our mutual boundary exists in Northern Canada with Alaska. Presently, a ministerial exemption exists for NAV CANADA to accept RNP 10 (50 nm) separated aeroplanes arriving off the Pacific Ocean airspace into Canadian domestic airspace in the Vancouver Flight Information Region (FIR).

QC-025-2014 expired The purpose of this exemption is to allow Aéroport de Montréal (ADM) to keep its Montreal-Mirabel international airport certificate for a Code 4 precision runway despite the presence of an aircraft-arresting cable system in the graded area of runway 06/24. The system is located along the runway at 1,500 feet from the thresholds. It includes two cable outlet boxes at each end, three metres from the edge of the runway, and four exhaust pipes at each end, 87 metres from the runway centreline. The cable outlet boxes are six inches high and the exhaust pipes are 2.43 metres high. The system is used to allow certain types of military aircraft to use the runway.

The obstacle is approximately 140 metres long and 20 metres wide. The obstacle is located in the runway strip, almost half-way down the runway. The airport operator plans to repair the runway in 2014-2015, and remove the obstacle at that time.

The aircraft shall be operated at altitudes and distances that are not less than thos necessary for the purpose of the operation in which the aircraft is engaged; 2. In non case shall altitude be less than that from which, in the event of an emergency necessitating an immediate landing, it would be possible to land the aircraft without creating a hazard to persons or property on the surface, and, in any case, at an altitude that is not lower than 200 feet above the highest obstacle; 3. Before beginning the operation, the company shall determine one or more suitable landing areas, in the event of an emergency necessitating an immediate landing, reachable at the selected altitude with a bank nor exceeding 30º; 4. When operating over the open-air assembly of persons, the aircraft shall be flown in a straight and level flight path within a horizontal distance of not less than 300 feet at all times of the open-air assembly of persons; 5. Except in the case of an emergency, when operating over the open-air assembly of persons all turns and/or maneuvers are prohibited; 6. The ceiling and the visibility must be not less than 1000 feet AGL and 3 miles visibility without any precipitation; 7. No other person, except persons essential during flight, shall be carried on board; 8. The company shall advise and coordinate the operation with the flight service station authorities and other local authorities concerned; 9. This exemption shall be valid for two flights, which are to be held between March 27th, 2014 and April 9th, 2014 over the Salluit and Ivujivik on the flight path described on Johhny May's exemption request of March 10, 2014.
