PAC-001-2014 expired The purpose of this exemption is to allow operation of the Trail Airport with a take-off/approach surface on runway 16 that is offset 20 degrees west of the runway axis (139/319 degrees magnetic). Chapter 4 of TP312, 4th edition: Aerodrome Standards & Recommended Practices provides for obstacle restriction and removal. The specific standards that apply to the take-off/approach surface are: 4.1.2.1 The limits of the take-off/approach surface shall comprise: a) An inner edge of specified length perpendicular to and evenly divided on each side of the extended centre line of the runway, beginning at the end of the runway strip; b) Two sides originating at the ends of the inner edge, diverging uniformly at a specified rate if the direction of take-off, terminating at the outer edge, and c) An outer edge parallel to the inner edge at a specified length from the inner edge. 4.2.2.1 The following obstacle limitation surfaces shall be established for all non-instrument runways: - Take-off/approach surfaces; and - Transitional surfaces, (except as specified in 4.2.2.4c) Table 4-1 Dimensions and Slopes of Obstacle Limitation Surfaces The standard length of the Take-off/Approach Surface for a code 2 non-instrument runway is 2500 metres a 4% slope however the east side of the river valley penetrates the take-off/approach surface at approximately 1600 metres. The offset take-off/approach surface follows the river valley with no terrain penetrations. |

QC-001-2014 expired The purpose of this exemption is to allow JOHNNY MAY’S AIR CHARTERS (2009) LTD and the following flight crew member when operating the DeHavilland Otter, model DHC-3, registered C-GMAY: Conditions: This exemption is granted subject to the following conditions: 1. The aircraft shall be operated at altitudes and distances that are not less than those necessary for the purposes of the operation in which the aircraft is engaged; 2. In no case shall the above altitude be less than that from which, in the event of an emergency necessitating an immediate landing, it would be possible to land the aircraft without creating a hazard to persons or property on the surface, and, in any case, at an altitude that is not lower than 200 feet above the highest obstacle; 3. Before beginning the operation, the company shall determine one or more suitable landing areas, in the event of an emergency necessitating an immediate landing, reachable at the selected altitude with a bank not exceeding 30º; 4. When operating over the open-air assembly of persons, the aircraft shall be flown in a straight and level flight path within a horizontal distance of not less than 300 feet at all times of the open-air assembly of persons; 5. Except in the case of an emergency, when operating over the open-air assembly of persons all turns and/or maneuvers are prohibited; 6. The ceiling and the visibility must be no less than 1000 feet AGL and 3 miles visibility without any precipitation; 7. No other person, except persons essential during flight, shall be carried on board; 8. The company shall advise and coordinate the operation with the flight service station authorities and other local authorities concerned; 9. This exemption shall be valid for one flight, which is to be held between December 19th, 2013 and January 15th, 2014 over the airport of Kkuujjuaq. |

Oakland Centre applies ICAO horizontal separation minima in the Oakland OCA based on the RNP concept, as specified in the PANS-ATM. Currently, these separation minima do not exist for application in Canadian Domestic Airspace. |
