Transport Canada’s (TC) Transportation of Dangerous Goods - Means of Containment (TDG-MOC) Registration Program manages the registration requirements in the safety standards referenced in the Transportation of Dangerous Goods Regulations (TDGR). This program maintains a comprehensive list of MOC facilities conducting registered activities in Canada and, occasionally, outside Canada. It also tracks companies providing third-party services to MOC facilities as required by safety standards.
Transport Canada is responsible for conducting oversight and may, at any time, perform compliance inspections and gather information at MOC facilities, as permitted under the TDG Act.

Who needs to register
A person or company needs to register if they are in Canada and:
- manufactures means of containment in accordance with a safety standard referenced in the TDGR (includes fabrication, assembly, modification, remanufacturing)
- repairs and/or requalifies means of containment in accordance with a safety standard referenced in the TDGR (includes reconditioning, inspections and tests)
- provides a service to a Means of Containment facility, independent of the facility registered with Transport Canada, such as:
- independent inspector or inspection body
- design review agency
- design engineer
- training organizations
Separate registrations are required for each safety standard. Please complete the relevant application form.
All active registrations appear on the Transport Canada Registered Means of Containment Facilities database.
International registration
Companies located outside Canada that wish to register with Transport Canada to manufacture TC specification MOC's must submit a completed application form along with all required supporting documentation. Once the application is received, Transport Canada will provide an International Registration Agreement for signature. The signed agreement must then be returned to complete the registration process.
Application types
New (initial): First time registration to a safety standard.
Renewal: Renew an existing registration.
Amendment: Change the registration after it has been issued. This can include:
- modifying the list of functions or details related to the function (such as list of specifications, limitations, etc.)
- adding, removing, or updating designs
- updating administrative information (address change, contact information, etc.)
Design registration
Before a MOC design can be manufactured, it may need to be:
- registered with Transport Canada
- reviewed by a third-party design review agency
- reviewed and approved by a design engineer
- submitted to, and pass all required performance tests
Each safety standard provides details of information and documentation required to be submitted or kept on file.
Registration requirements
When applying for, renewing, or amending your Means of Containment facility registration, you must submit a request to: MOCregister-Registrecontenant@tc.gc.ca
A renewal request must be submitted before the certificate of registration expires.
An amendment is required for some of the following reasons:
- change of address (the facility has relocated)
- change of ownership (the facility has been bought or sold to another company)
- change of company name (with no change in ownership)
- adding or removing functions/specifications to a registration
- adding, modifying or deleting registered designs

Refusal
A registration application may be refused if the applicant is unable or unwilling to:
- demonstrate knowledge and competency during the inspection, when applicable
- provide the documentation/information listed on the application form related to the requested scope of registration.
- resolve non-compliances from previous inspections
- cooperate during the inspection, when applicable
Suspension and revocation
Portion of the registration or the entire registration will be suspended if it is found that activities are done in a manner that is non-compliant with the related safety standard, and the result of the non-compliance poses a risk or a potential risk to safety. All activities within the scope of the suspension must cease until the suspension is confirmed by Transport Canda to have been lifted.
If the suspension conditions are not met within the specified timeline, the activities within the scope of the suspension will be revoked.
Recalls
Transport Canada may direct a MOC facility to issue a recall notice to the owner or user of a MOC if safety is compromised due to MOC Facility's non-compliant design, manufacturing, repair or requalification.
Cancellation once registration request is submitted
The applicant may cancel the registration process at any time before the decision is made to either conduct an inspection or issue the certificate of registration. They will need to send an email to: MOCregister-Registrecontenant@tc.gc.ca
Close a registration once registration is active
The applicant must notify Transport Canada if they choose to end the registration, or if they do not intend to renew it when it expires. They must send an email to: MOCregister-Registrecontenant@tc.gc.ca
