An authorized representative like a ship’s owner, agent, or master can apply for this inspection.
To ask for an inspection, contact the nearest Marine Safety Office:
TC is responsible for the inspection of vessels on which dangerous goods in solid bulk and/or packaged form are loaded, carried or unloaded, such as ammonium nitrate-based fertilizers and explosives. The vessels can be inspected by TC at the request of in “interested person” (like a marine carrier) as per the Cargo, Fumigation and Tackle Regulations part 2 for bulk and part 5 for packaged form.
The inspections for higher-risk marine cargoes are governed pursuant to the Cargo, Fumigation and Tackle Regulations. They ensure that the loading and carriage of cargo (the higher-risk cargoes) are done safely and in accordance with strict requirements.
If your vessel is in Canadian waters and is loading a regulated cargo for export, (like grain, concentrates, or timber on deck), you will need this type of inspection because it’s required by Canadian law.
Once your letter of approval has been issued or endorsed, Transport Canada will send you an invoice. You can pay it:

When you are applying for a verification of shipper’s procedures, you need to provide the following information:

Ensuring vessel stability and proper stowage and securing cargo during transport leads to safer operations and a safer workplace for seafarers. Proper cargo transport may also provide protection to the environment by avoiding potential cargo spills.

Witnessing a prewash and prewash exemption include a fixed fee that covers 3.75 hours of on-site inspection. The fixed fee also covers the cost of office work and travel time. If the on-site inspection takes more than 3.75 hours, an hourly rate will be added.
After the first 3.75 hours of an on-site inspection has passed, any additional time will be added in 15 minutes periods. This means that if your inspection takes 3 hours and 50 minutes, you’ll be charged the base fee plus an additional 15 minutes of the hourly fee.
