Dear Sir / Madam:

Please find enclosed Ministerial Order 21-04 (MO 21-04), which is issued pursuant to section 32.01 of the Railway Safety Act (RSA), regarding the reporting of emergency brake applications to the Minister of Transport.

On April 24, 2020 revisions to the Canadian Rail Operating Rules were approved, which included the addition of Rule 66. As you are aware, Rule 66 outlines the requirements for securing trains on heavy or mountain grades following an emergency brake application.

Temporary Exemption / CROR, Track Safety Rules and Qualification Regs, July 18, 2021

Dear Sir/Madam:

I am writing to advise you that the set of temporary exemptions to certain sections of the rules and regulations, pertaining to the qualification of railway personnel is granted under the notice of exemption X 21-08 (attached).

The purpose of these temporary exemptions is to mitigate the continued health risks involved with railway personnel travelling and assembling in groups to renew their qualifications during the novel coronavirus pandemic (COVID-19).
