37. ROAD SAFETY TRANSFER PAYMENT PROGRAM

FUNDING FOR THE ROAD SAFETY TRANSFER PAYMENT PROGRAM

Requesting $9,895,500 for the 2020-2021 Supplementary Estimates B

The Road Safety Transfer Payment Program is seeking access to $9,895,500 in planned spending authorities.

Key Messages:

  • The source of the funding is Budget 2019, the safe and secure road and rail transportation component.
  • The Road Safety Transfer Payment Program (RSTPP) contributes to improving the safety of roadways, road users, and motor vehicles in Canada by supporting the implementation and delivery of a consistent national safety code framework across all jurisdictions and by supporting initiatives that help maintain and promote a safe and secure transportation system.
  • The funds are provided to provinces, territories, and the Canadian Council of Motor Transport Administrators (CCMTA) to help establish a national regulatory framework for motor carrier safety. Funds are also provided to provinces, territories, the CCMTA, and provincially- and territorially-owned entities to support activities that help maintain and promote a safe and secure transportation system.
  • These funds support increased levels of safety for motor carrier transportation nationally, which contributes to increased road safety for all Canadians.

Variance Explanation

Delays in signing a Contribution Agreement with the Province of Quebec prevented the department from disbursing the funds in the previous fiscal year. Moreover, annual funding was not disbursed to the Northwest Territories due to delays in the territory submitting supporting claim documentation as a result of strains on their resources caused by the global pandemic.

Delays in the approval of the amended program Terms and Conditions, and the subsequent delayed launch of calls for proposals under the program prevented the department from further disbursing funding to successful applicants in the previous fiscal year.
